Report: Iraq riddled with corruption

BAGHDAD, Sept 1 (UPI) -- A leaked U.S. State Department report concludes the Iraqi government is unable to fight corruption, National Public Radio reported Saturday.

The report found that corrupt officials apparently have no reason to fear for their jobs, while employees of the Commission on Public Integrity have been killed.

The draft was labeled "sensitive, but unclassified, not for distribution to personnel outside the U.S. Embassy in Baghdad," NPR said.

The Bush administration has put a lot of emphasis on Gen. David Petraeus’ anticipated report this month on any progress since the increase in U.S. forces began early in 2007. U.S. Ambassador Ryan Crocker is also to report to President George W. Bush and Congress.

NPR said a Ministry of Interior employee described that agency as riddled with corruption. The ministry is a crucial one, since it is responsible for police.

The employee said high-level officials are benefiting from equipment contracts, while police officers have to pay for promotions.

The report said the Commission on Public Integrity has been barred from key ministries, including Interior and Oil.
